This is a great commercial theme available in cydia. It is priced at $1.50 but thanks to thatruth132 over at xsellize you can get it for free, look below for the download and theme details:

Installation Intsructions:
Copy the downloaded tru-blu.theme folder to root/library/theme on your iPhone. After doing so you open winterboard and the theme should appear so that you can choose it. Enjoy
This is a commercial theme?? He must be joking. There are a lot of free themes thats much better than this. Sorry but I wouldn't waste my money or download time on this.
